JOB DUTIES The City of Farmington reserves the right to hire at either the Substation Maintenance Trainee, Technician, or Journeyman level, depending on experience and qualifications.
ESSENTIAL DUTIES:
SUBSTATION MAINTENANCE TECHNCIAN:
Performs a variety of routine skilled, technical and journeyman level work in the operating, maintaining and repairing of Electric Utility System substation electrical equipment.
Works under the direction of the Substation Maintenance Foreman.
Promotes and follows safe practices, procedures, and safety rules and participates in scheduled Safety Meetings.
Demonstrates honesty, integrity, confidentiality, dependability, and flexibility along with initiative and motivation to organize and complete tasks and meet deadlines.
Performs duties and assignments and conducts self in such a manner as to reflect credit on the Utility.
Performs specific Journeyman level maintenance, testing and troubleshooting of various electric utility substation equipment.
Responds to emergency call-outs.
Programs, repairs, and tests all Substation breakers; OCB, ACB, VCB and PCB.
Maintains logs of all required Substation inspections.
Maintains gas systems on required PCB's.
Understands and uses Test equipment (i.
e.
, TTR, Doble, Inframatics, CT, Insulation and ground tester, breaker analyzers, hi-pot systems, recloser and battery load test systems.
) Maintains, installs, and tests substation and mobile DC battery systems and associated charger.
Installs, services, and tests substation transformer and associated components.
Must be able to identify voltages and hazards associated with working in electrical substations and switching stations as required by OSHA; Troubleshoots and maintains substation electronic controls involving tap changers, voltage regulators, and capacitor banks.
Installs secondary and low voltage cabling and wiring including conduits or raceways.
Performs routine inspection of all Utility Substations and Communication sites.
Ensures an appropriate inventory level of spare parts for substation and electrical equipment is maintained.
Maintains test equipment and tools in operating condition; Enters test and operational data into computer; Maintains inventory and keeps storage area stocked, clean and organized; Maintains test reports and databases of all maintenance activities as necessary to comply with NERC/WECC compliance standards.
Adheres to a maintenance schedule for all substation equipment and up-dates substation records.
This includes all manufacturers' recommendations for maintenance and testing.
Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.
Operates a motor vehicle to assist in carrying out the business of the department and the City.
Attendance at work is an essential function of this position.
SUBSTATION MAINTENANCE TRAINEE:
Will learn and utilize reliable, well-established skilled and technical work in the testing, operating, maintaining and repairing of Electric Utility System substation electrical equipment.
On-The-Job-Training for high and medium voltage circuit breakers, voltage regulators, capacitors, voltage transformers, current transformers, power transformers, station battery banks, and other various substation equipment will also be included.
Works under the direction of the Substation Maintenance Foreman and/or the Substation Maintenance Technician.
Promotes and follows safe practices, procedures, and safety rules and participates in scheduled Safety Meetings.

Assists the Substation Technicians in their duties including bending and installing conduit, wiring panels, installing equipment, troubleshooting various equipment, and installing cables and associated hardware.
Assists the Substation Technicians in the programing, repair and test, all Substation breakers; OCB, ACB, VCB and PCB.
Assists the Substation Technicians with the maintenance, testing and troubleshooting of various electric utility substation equipment.
Maintains logs of all required Substation inspections.

Required to work out of insulated aerial devices that have a standard rating of 300 lbs.

As part of On-The-Job-Training, the trainee will complete an accurate record of work performed, test results, and operational information by logging the information into the appropriate computer database.
Assists in maintaining an efficient and safe working environment by keeping the test equipment, tools and work areas in a clean, organized, and operating condition.
Purchases parts as required for substation maintenance projects.
Level 1 Trainee will complete on the job training consisting of 8,000 hours and an accredited course to become a Substation Maintenance Technician.
Additional specialized training will be provided in the 4th year of training.
The Substation Maintenance Technician Trainee I will be required to complete the above training within a 4-year period in order to interview for promotion to the Substation Maintenance Technician position.
All training including in-house on the job training, accredited course work, and specialized training must be completed with appropriate scores prior to management giving any consideration to promoting the Trainee to a Technician position.
Promotions to Technician will only be made if a position is available.
After each year of training, the Substation Maintenance Technician Trainee will be required to take and pass a test on material presented during the preceding year.
A minimum grade of 70% will be required to proceed to the next level with a positive recommendation from the Substation Maintenance Foreman and the FEUS Management.
NON-ESSENTIAL DUTIES:
May serve on various employee committees, as required and assigned.

QUALIFICATIONS SUBSTATION MAINTENANCE TECHNCIAN:
A pre-employment physical and drug/alcohol test is required for this position.
This position is subject to the City's Drug and Alcohol Free Workplace Program.
This includes:
pre-employment testing, post-accident testing, reasonable suspicion testing, return-to-duty testing, and follow-up testing.
Must satisfactorily complete and pass a written test and/or interview for the position.
High school diploma or GED equivalent required.
Valid New Mexico driver's license, or the ability to obtain one, with acceptable driving record for the past three years.
Extensive background checks required.
Completion of substation or comparable apprenticeship program, or equivalent of technical training received in a technically related Associate's Degree program.
Minimum of 5 years experience in electric utility substation maintenance is preferred.
Technical and advanced training in electric power substation maintenance.
Training and experience in mechanical controls, hydraulics, pneumatic and control logic.
Specialized training on Substation testing equipment preferred.
Must communicate effectively, verbally and in writing with other work groups and departments.
Ability to understand and follow complex oral and written instructions; ability to clearly communicate orally and in writing.
Considerable knowledge and skills in reading drawings, blue prints and ability to comprehend engineers and manufacturers specifications and instructions.
Assists in leading and training of Substation Maintenance Trainees in on the job training.
Ability to operate a personal computer and functional knowledge of Windows, Word, Excel, and other computer software as necessary.
SUBSTATION MAINTENANCE TRAINEE:

Specialized test equipment to include; TTR, Hi-pot, Megger, Multi amp transformer tester, recloser tester, capacitor tester, multi-meter, phase rotation meter, and other related test equipment.
