Until Filled, First Review in 2 Weeks JOB DUTIES OVERVIEW This is an executive position working with the nationally Accredited Parks, Recreation and Cultural Affairs department.
The department has twelve (12) diverse divisions that are committed to growing a happy, healthy community for all, and enriching community quality of life through exceptional parks, programs, cultural experiences, and customer focus.
This position will provide administrative and supervisory support to the Director of Parks, Recreation, and Cultural Affairs (PRCA) to ensure that the Cultural Affairs Divisions function effectively and efficiently in various aspects of operations.
This position specifically develops and implements the City's cultural programming to meet citizen needs.
This position also oversees the marketing division that develops and implements the strategic marketing plan for PRCA, and for other City of Farmington Departments as needed.
However, this position assists with the leadership and management of the overall Parks, Recreation, and Cultural Affairs department operations, including budget preparation, personnel management, and planning.
This position may assume the director's duties during the director's absence as needed.
Receives leadership, supervision, and direction from the director of Parks, Recreation and Cultural Affairs.
The Assistant Director of Cultural Affairs has direct supervision over exempt and non-exempt employees in the following divisions:
Civic Center, Museum System, Farmington Indian Center, and the Marketing Division.
This position works independently exercising considerable judgment and initiative.
The Assistant Director Cultural Affairs interfaces directly and frequently with City management, community organizations, vendors, media, and the general public.
ESSENTIAL DUTIES Performs administrative and supervisory work necessary to coordinate and supervise divisions as assigned within Parks, Recreation, and Cultural Affairs Department.
Works under the administrative guidance and direction of the Parks, Recreation and Cultural Affairs Director.
Operates a motor vehicle to assist in carrying out the business of the department and the City.
Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.
Exercises supervision over personnel to include the training, promoting, counseling, discipline and evaluates performance of divisional staff.
Schedules, organizes and directs work plans and reviews performance of the sections of the assigned divisions.
Performs administrative and supervisory work necessary to coordinate and supervise divisions as assigned within the PRCA department.
Performs long range planning for divisional staffing, programs and facilities.
Monitors ongoing quality of facilities and related programs.
Works with subordinate supervisors individually and as a group on administrative policy issues.
Prepares budget documents, supervises purchasing and manages personnel issues for assigned divisions.
Exercises supervision over seasonal, temporary, and regular personnel; assigns, trains, and evaluates work, oversees in-service training; completes performance evaluations; in conjunction with the Director, makes recommendations regarding hiring, disciplining, and terminating the employment of seasonal, temporary, and regular employees.
Assists with resolution of employee concerns and grievances.
Assists with developing the department's conceptual and long-range master plans and annual operating budget with particular emphasis on Cultural Affairs divisions and events; develops and make recommendations, monitors budgetary expenditures; tracks report status of external vendor contracts.
Coordinates all efforts between the Recreation and Cultural Affairs divisions, the Parks Operations division and/or other departments or divisions regarding facility repair and maintenance, facility security, etc.
Coordinates division's involvement in special events including, but not limited to, Memorial Day, Freedom Days, the Balloon Rally, and Four Corners Musical Theatre.
Participates in fund raising activities and represents division at meetings of advisory boards, leagues, associations, etc.
Participates in overall departmental activities as a member of the Parks, Recreation and Cultural Affairs Director's management team.
Serves as Acting Director when required.
Attendance at work is an essential function of this position.
NON-ESSENTIAL DUTIES Assists with the planning and development of new parks, recreation, or cultural facilities, buildings, and related activities with knowledge of construction planning, design, and administration.
May supervise other divisions in the absence of assigned supervisor.
Serves as a member of various employee committees, as assigned.

QUALIFICATIONS This position is subject to the City's Drug and Alcohol-Free Workplace Program.
This includes pre-employment testing, post-accident testing, reasonable suspicion testing, return-to-duty testing, and follow-up testing.
Extensive background checks required.
Graduation from an accredited college or university with a bachelor's degree in a related field, and five (5) years of increasingly responsible experience in recreation programming, cultural affairs, park facility and/or soil management and employee supervision, or any equivalent combination of education and experience.
Master's Degree preferred.
Valid driver's license with acceptable driving record for the past three years or state of current residency.
Thorough knowledge of planning, programming and operations.
Skill in public relations with individuals and groups on a wide variety of topics in a wide variety of settings.
Skill in managing a large permanent and seasonal work force involved with diverse projects in various locations and in positive group problem solving through regular staff meetings.
Ability to represent and communicate divisional issues to advisory commissions and elected officials.
Ability to establish and maintain effective working relationships with the Parks, Recreation and Cultural Affairs Director, subordinate supervisors, employees and the public.
Ability to operate tools and equipment listed.
This position has the responsibility to participate in and comply with the City's Environmental, Health, and Safety program.
